Talkback is a system installed app (also downloadable if you don’t have it on your phone) that allows visually impaired people to have whatever text is on their screen read out loud to them. While I think that this is great for that purpose it will likely not be used by many people without that handicap. On the plus side it’s disabled by default if it is installed on your ROM. You have to go in to your Accessibility options and enable it before it will start working.
