PicSay - Photo Editor This is more of a fun app than a heavy duty image editor. You can add stickers and speech bubble as well as color adjustments and background editing.
FxCamera This is my favorite app on the list. It's really easy to use, just choose one of the 3 effect, fish eye, toy cam or Polaroid and the app takes care of the rest. The pictures look awesome and the app is free.
Vignette (deprecated) This app has some any features that it would be impossible to list them all. My only complains are that the app is a little intimidating and the free version only saves pictures at 0.5mp. Still, this can do so much that it's definitely worth checking out.
Adobe Photoshop Express this app is invaluable for photoshop.com users. It gives you an awesome interface to edit photos as well as online uploading and syncing with your photoshop.com account.
